When New Games are Added
New PlayStation Plus monthly games are refreshed monthly on the first Tuesday of the month.
New Extra/Deluxe/Premium games are also added monthly at the middle of the month, which should either be the second or third Tuesdays.
When Can Games be Added to Your Library
For monthly games, you have add them to your library before the first Tuesday of the next month. Otherwise, you will have to pay for it.
For the Extra/Deluxe/Premium games, you need to add these titles before the expiration date, which is different on a game-by-game basis.

When Can You No Longer Play
You won’t be able to play the PlayStation Plus monthly games you added to your library if you are no longer subscribed to the service. As long as you remain a member to the Essential, Extra, Deluxe or Premium tier, then you can play these titles if you managed to add them to your game library previously.
For the Extra/Deluxe/Premium games, you must stay subscribed to the higher tiers. If you added a game from PlayStation Plus Extra, then you must maintain your membership of Extra, Deluxe or Premium. If you added a game from PlayStation Plus Deluxe or PlayStation Plus Premium, then you must maintain your subscriptions to Deluxe or Premium.
The Extra/Deluxe/Premium games also come with expiration date. Once that date has passed, you will no longer be able to play these titles even if you remain a subscriber to the Extra, Deluxe or Premium tiers.
