This will unlock when you “collected all items and arrived at Angeal’s house before the Banora airstrike.”
When you first arrived in the Banora town during Chapter 2, make sure you find the five glowing treasures before heading to the factory.
After the factory, you have 45 seconds to pick them up before heading to the target location.
