This Seeking Tech guide will explain how you can get the 3rd Power Cell in the Mountain Pass in Jak and Daxter (2024) on PS4 and PS5.

You won’t be able to get this until you open the Yellow Eco Vents in the Snowy Mountain level. You can find the switch inside a hidden cave behind some trees.
Afterwards, return to the Zoomer from the Volcanic Crater hub, and then backtrack until you get to the grass section.
You should now be able to pick up the Yellow Eco powerup and then shoot it at the brown boulder nearby.
You can then jump across the gap to get the Power Cell.
