In order to get up to the dragon, grab a rocket. There are several fireworks scattered throughout the level:
Once you get close, glide and then press circle to land on its back side.
You should then carefully make your way to the head.
He will be shooting flames at you, so you need to time your jumps. Keep in mind to press Circle so that you land solidly on its spikes.
Once you get near its head, you should look out for its tongue attack and jump to avoid it. When you start to use his arms, jump backwards to dodge it. In between both of these, attack the head.
If you fall off, make sure you glide to the nearest firework and get back up again.
