For the first phase of the fight, try to defeat the blue slimes quickly. You should avoid the electric enemies since they are slow.
Afterwards, turn your attention to the boss. He will eventually start to shoot his electric skulls towards you. To dodge these, you need to move side-to-side. Try not to hesitate or stay in the same place. Use your power-up to boost out of the way if necessary.
When he shoots his golden skull towards you, use your power-up to send it right back at him.
For the second phase, try to quickly defeat all the frog enemies. The missiles can be easily dodged if you keep moving around the arena. Leave the electric enemies alone.
When he starts sending all his electric skulls towards you, be ready to move out of the way. Use the power-up if necessary if you get stuck in a corner. If you managed to successfully dodge his attack, then get ready to send the golden skull back at him.
For the final phase, try to quickly defeat the two bells at the front. You will need to use your power-up to hurt these enemies. When dodging the electric skulls, you will also need to be aware of the ground attacks from the remaining bells. Use your power-up to dodge if necessary.
If you survived the electric skulls, then you can send the golden skull right back. Afterwards, hit him on the head to end the fight.
